Are HO starter set power packs any good?

Mixed. Reddit threads and at least one hobby forum post flag the wall-pack controllers bundled with cheaper Bachmann sets as underpowered for larger layouts or powered turnouts. They run a single loop fine, but most hobbyists upgrade the power pack once they expand.
