Are peak-horsepower numbers meaningful?

Not very. Peak HP is a marketing figure measured at stall and not what the motor sustains. Reviewers who measure airflow (CFM) and sealed suction (water lift) consistently warn that two vacs with identical 'peak HP' ratings can perform very differently. Cross-shop on tank size, CFM, water lift, hose diameter and noise instead.
