Can I put BR30 smart bulbs outdoors in a covered soffit?

Only if the bulb is rated for it. Standard indoor BR30s like the Sunco and most RGB BR30s aren't wet-rated. For exterior soffits, porches, or exposed fixtures, look for explicitly wet- or damp-rated PAR30/PAR38 options or IP-rated outdoor smart bulbs.
