What's the difference between a smart breaker and a voltage protector?

Several of the cheapest 'smart breakers' here are really adjustable under/over-voltage protectors with overcurrent cutoff, not full remote-controlled smart breakers. They automatically disconnect when voltage drifts outside a set range. True smart breakers add app control, scheduling, and remote on/off.
