Will a Lutron or Hue hub work without internet?

Both run their core lighting commands locally over their own radio mesh (Lutron's Clear Connect and Hue's Zigbee), so scheduled scenes and in-home control generally keep working when your internet drops. Remote control via the app and voice assistants require the cloud.
