A reasonably priced olympic barbell with 190k PSI strength, good knurl and a decent sleeve spin is just perfect for the majority of lifters.
I picked up a Rhino bar some months back. I love it. I do not have the sleeve issue you describe. Mine have a bit of movement but are quiet.
