Not always. Clamp-on trays need a relatively flat underside and adequate depth so the platform can retract fully, and reviewers commonly note conflicts with desk aprons, drawers, and crossbars. Track-mounted 3M units require even more underside clearance. Check your desk's underside depth and obstructions before ordering.
